JOB SUMMARY

Plans, directs, manages, and evaluates all CCPS Office of Special Education programs, services, and personnel. Directs the large broad-based multi-sectioned office responsible for special education instruction services and procedural supports; plans, organizes, supervises, and evaluates all activities, program functions, personnel, and physical, and fiscal resources of the assigned office; is responsible and accountable for strategic planning and outcomes. Also enhance areas of curriculum and instruction by developing and administering policies and procedures that provide a comprehensive program of special education services.

 

ESSENTIAL JOB FUNCTIONS:

The minimum performance expectations include, but are not limited to, the following functions/tasks:

  • Recommend and participate in the formulation of policies that affect the operation of special education programs;
  • Assist in the recruitment, selection, and placement of special education teachers.
  • Conduct and coordinate in-service education programs or workshops for professional, paraprofessional, and support personnel;
  • Provide for the systematic monitoring, evaluating, and upgrading of the special education program and related services;
  • Establish and maintain procedures to ensure that a continuum of alternative placements is available to students with disabilities in accordance with their individualized education program;
  • Develop procedures to ensure that tests and other evaluation materials are provided, validated, and administered properly and coordinate the evaluation process for children referred for special education and related services;
  • Assist in initiating and providing an appropriate physical environment for disabled students in coordination with the total school division and make provisions for appropriate transportation for students with special needs;
  • Identify, assign, and commit appropriate support personnel to crucial problem areas within the local school division;
  • Prepare budget documents with supportive data for local administrative and state staff and arrange for the purchase of services, equipment, and instructional material in accordance with budget provisions;
  • Develop and maintain procedures for the development and implementation of individualized education programs;
  • Assist teachers in selecting and utilizing effective instructional strategies through classroom visitation, post-conferences, and consultative services;
  • Participate in the cooperative development of interagency agreements for comprehensive multidisciplinary appraisal for referring children;
  • Establish written procedures to share relevant appraisals with other community agencies involved in providing educational related services for disabled children;
  • Prepare bulletins and other communications designed to keep parents, lay persons, paraprofessionals, and professionals informed of special education policies and procurement;
  • Recommend and participate in the formulation and maintenance of due process procedures for parents and students;
  • Review, investigate, and act upon any allegations of substance which may be made by public agencies, parents, or organizations that are contrary to the requirements of state or federal regulations;
  • Organize and maintain a local advisory panel for special education programs;
  • Prepare and submit for public comment the updated annual special education plan and the federal application for funds;
  • Prepare and assist in the preparation of reports as required by state or federal regulations in cooperation with local school administration;
  • Leads in the development, management, evaluation, and modification of the multifaceted activities, programs, and projects for special education instruction, related services, applied behavior analysis, and early childhood identification services;
  • Remain current on federal and state special education laws, policies and regulations and inform appropriate staff as needed; and
  • Performs other duties as assigned by the Division Superintendent or Assistant Superintendent.

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Hold a Postgraduate Professional License issued by the Commonwealth of Virginia with an endorsement in an appropriate area of educational administration and supervision;
  • Three (3) years teaching experience and five years of administrative experience;
  • Be recommended by the division superintendent and appointed by the school board;
  • Or equivalent training, education, and/or experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of local, state, and federal regulations, policies, and mandates related to CCPS.
  • Skill in web-based applications for data submersion and document creation.
  • Ability to lead or facilitate meetings with community groups or employee associations.
  • Ability to demonstrate professional, moral, and ethical standards as well as personal integrity in all interactions within the school and within the community.
  • Ability to dress in such manner as to command the respect of parents, teachers, and pupils.
  • Ability to communicate openly and effectively with students, parents, community patrons, staff, and administration as a positive representative of Culpeper County School system.
  • Ability to maintain good working relationships with all employees and the public.
  • Possess leadership qualities and personal characteristics necessary for working successfully with teachers, parents, students, and community as attested to be a division superintendent, the chief administrative officer of a school, or by an official of an institution of higher learning who is in a position to evaluate such characteristics.
  • Possess good physical and mental health and personal qualities which build the confidence of pupils, parents, teachers, and other school administrators.
  • Other such qualifications that the school board might accept in lieu of any of the above.

PHYSICAL DEMANDS:

Work is typically performed in the central office and throughout the division. Frequent walking, standing, stooping, lifting, up to approximately 40 pounds, and occasional lifting of equipment weighing up to approximately 50 pounds may be required. Other limited physical activities are required. Travel to schools throughout the division and central office is required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

 

WORK ENVIRONMENT:

Work environment exposes the employee to inside and outside environmental conditions. Regular contact with staff members, administrators, and parents is required. Contact with parents by phone and in person is necessary. Timely and regular attendance is an expectation of performance for all CCPS employees. To ensure adequate staffing, positive employee morale, and to meet expected productivity standards throughout the organization, employees will be held accountable for adhering to their workplace schedule.

 

EVALUATION:

The supervisor will evaluate performance on the ability and effectiveness in carrying out the above responsibilities.
